The Wisconsin Regional Service Network (RSN) is an alliance of Cooperative Education Service Agency (CESA) Special Education Directors who work in cooperation with the Wisconsin Department of Public Instruction (DPI). The over-arching purpose of the Wisconsin RSN is to advance state-wide growth in academic achievement for students with disabilities through targeted technical assistance to districts in a coordinated effort with other Individuals with Disabilities Education Act (IDEA) discretionary grants.
The RSN began during the 1984-85 school year and has since been annually funded to provide leadership, professional development, technical assistance, and communication to all local education agencies (LEAs) within each CESA.
In 2012-13, RSNs began working with local education agencies (LEAs) to target areas of need with respect to Indicator 1 (graduation). Beginning in 2013-14, RSNs will, in collaboration with other CESA discretionary grant staff, engage in identifying and supporting LEAs most in need of improvement in Indicator 3c (reading performance). RSNs will reach out to the highest-need LEAs within each CESA based on relevant data and help coordinate grant services in a comprehensive system of support.
At the CESA level, a major focus of this new role for the RSNs will be working with other IDEA discretionary grant staff, including Wisconsin Statewide Parent-Educator Initiative (WSPEI) Family Engagement Coordinators, Early Childhood Program Support Teachers, Transition Improvement Grant (TIG) Regional Coordinators, the Response to Intervention (RtI) Center/Positive Behavioral Intervention and Supports (PBIS) Network Regional Technical Assistance Coordinators, Culturally Responsive Education for All: Training and Enhancement (CREATE) staff, and other grants to plan for and provide technical assistance and support to identified LEAs. RSNs and other grant staff also will coordinate to the maximum extent with other networks and initiatives to align improvement efforts.
