NCLB requires that districts have in place a plan to ensure that by the end of Grade 8, every student is technologically literate. Just how this requirement is implemented is a local district decision.
Districts are required to report Grade 8 Literacy:

On ESEA Consolidated Application

Added assurance that your district has a “plan in place” to determine your student’s technology literacy starting June 2006.
Districts are required to answer two questions:

How many 8th Graders were assessed for technological literacy?
-
How many of the assessed 8th graders were technologically literate?
Instruments available to assess 8th grade technological literacy:
State Educational Technology Director’s Association (SETDA) – Definition of Technological Literacy:
“Technology Literacy is the ability to responsibly use appropriate technology to communicate; solve problems; and access, manage, integrate, evaluate, and create information to improve learning in all subject areas and to acquire lifelong knowledge and skills in the 21st Century.”
